DATIS - April 17th, 2015
The DRAFT data Dictionary is a guide for substance abuse (SA) and problem gambling (PG) agencies, provincial departments, LHINs, and other people involved in collecting and reporting these data. It contains definitions of the mandatory data elements in the collection and guidelines about collecting and reporting the data.
The DATIS DTFP project reviewed the mandatory data elements provided to DATIS via
Catalyst. Catalyst is a software tool that allows the capture of substance abuse and or problem gambling treatment data from over 160 SA and PG agencies across the province of
Ontario. Catalyst is accessed by the agencies via the internet and secure website.

The Public Health Policy and Programs Branch, Public Health Division and the Provincial Programs
Branch, Negotiations and Accountability Management Division of the Ministry of Health and Long-Term Care (the
Ministry) provide funding, policy directions and monitoring for harm reduction programming and services in Ontario.
The public health units and their respective harm reduction partners implement and maintain the programs. The
Local Health Integrated Networks provide funding to addiction treatment programs including withdrawal management
services. In response to the discontinuation of Oxycontin┬« (Oxycontin) in Ontario on February 27, 2012, the Ministry
developed a plan to assist clients who use or abuse oxycodone drugs and may be affected by the changes. This plan
included the collection, review and analysis of the available information about the impacts on affected populations,
clinical outcomes and the health care system. This is the second report produced by the Ministry in collaboration with
Public Health Ontario (PHO) and summarizes data from January 1 to August 31, 2013

Qualitative reports from March 1 to December 31, 2012, indicated that Oxycontin is no longer available and users are able to breakdown OxyNeo┬« for injection or inhalation use. Reports also indicated that many have changed their drug of choice from Oxycontin to heroin, fentanyl, Dilaudid (hydromorphone), crystal meth (methamphetamine) or cocaine. During this same time period, there has been no significant change in health system utilization as related to prescription opioids in community or hospital settings; however, there have been decreases noted in DATIS and ConnexOntario.
